I think correlation does not imply causation. it's because the correlation indicates a relationship only. It commons that two or more variables move at the same or opposite direction. It's correlation: can be positive and negative.
Causation means a change in a variable "cause" a change in another variabel. Other words, there's a cause-and-effect relationship.
Therefore, in my opinion: Conclusion must have one of them at the end of a research. However, it can be having both "technically".
